Wi-Fi enabled City: Today the vision of every city is to be the part of the world economy by way of its enablement through the state-of-the-art Information Communication Technology tools available with them or made available to them by external national & international social/Govt. resources for development, effectively and efficiently. To be part of world economy ‘the productivity of City’ needs to be increased which is largely dependent on the media, mode and momentum of linkages at and among the citizen, businesses and Govt. Administration Levels. The pillars & posts of city administration which are the offices acting as node for deliverables and receivables, which are presently working in a typical star/mesh combination of tables with a speed of tortoise using paper media which gets momentum only when the concerned element initializes the process by default or by demand. The efforts to use the micro-controlled electronic management systems (MEMS) to replace the paper and personal memory information management system is taking place in every city. This revolution is termed as e-revolution and indicated as prefixing ‘e-‘ before all the activities such as e-Governance, e-mail, e-accounting, e-taxation, e-education and so on. All such MEMS require inter-connectivity to create a platform which can cater to every need of data generation, management, control and finally output for effective operations in mobile or fixed mode along with the large electronic data storage and retrieval system. The system will also require the application servers and data security along with the application software for each expected activity of city administration, utility, and citizen or of business interest. To achieve the integrated connectivity of the complex network it is required for the city to use internet protocol algorithms which will make the entire effort simple. Every active element of the network can be identified by the IP address and dynamic or static operations can be organized easily. To have everything in place and operational, the ease of connectivity at all the levels i.e. access to the users at anywhere basis is required, to attained system’s most effective and efficient utilization level. Today the connectivity is not an issue because of the availability of commercial GSM/CDMA/Satellite mobile technologies and non-commercial License Free Wi-Fi technology in the common man’s hands, that too in user friendly mode. The commercial GSM/CDMA/Satellite mobile technologies are now easily available in every city but ask for recurring expenditure being run through the operators under Licensed Zone, whereas, Wi-Fi technology is made license free by Govt. under Broadband Policy, to benefit the citizens of country to get them connected to the development mechanism of the nation and gear-up to be the part of mainstream of economical growth. The network of Wi-Fi can be formed throughout the city and access can be made available through wi-fi enabled devices such as mobile IP Phones, PDAs, Laptops and other fixed intelligent terminals and controllers. The acheivables are : e-Governance All the Citizen Centric applications can be made available at the doorstep of the citizen through the web and Community Facility centers such as:
- State Government, Central Government and Local Government data on schemes, expenses, etc
- procurement and management of Government projects, services and contracts
- All deliverables/receivables from Government
- All Intra-City business Communication including Banking
- Supply management
- Community development and economy management The Community Facility Centers (CFCs) shall cater to various Government, Business and Citizen Information Services to every Citizen very near to their door and will also enable people who cannot afford independent connectivity fixed or mobile units to avail the City facilities at an affordable cost. The Kiosk shall be provided at all the public places whereby the citizens can access the information available through city portal. The Education Program shall be provided through this network whereby, students as well as professionals will have lot of opportunities for continuing education those who cannot afford to go to schools or Training Centers due to paucity of time or money. This facility will trigger a number of e-education initiatives such as:
Enabling Citizen to know about their dues to be paid against various services, taxes and other activities. Enabling Citizen to avail health supports and services including maintenance of their health record, the network is expected to raise the level of health care steeply. The Display System for keeping the people informed about the facilities available for Citizens, new introduction of facilities to ease their life and also make them aware about various activities, happenings and calamities which may force them to change their path of travel and time management to execute a job on that instance or of the day. For this purpose City administration will prefer to have audio/video announcement systems, through text messaging using display boards and through Web based messaging or SMS The Businesses shall use this system for management of their chain market system, for business promotions, executions of deals, ordering, monitoring the delivery, shopping, banking, on line booking, market inventory mobilization, live stock sale & administration, etc. The City’s public transport shall use e-ticketing system over this network and also, the facility of booking tickets of railways, long distance buses, Air travels and event based programs, movies etc shall be extended to citizens round the clock surveillance in the City for the places of interest such as squares, public grounds, markets, play grounds, commonly used public places, Government buildings, Hospitals is need of the day and is possible through this system Also, the traffic control can be administered during the busy hours of the day. The City shall have facility for Citizens to communicate with city administration through public VoIP telephones provided at all the common places. The Government, Business and Citizens shall use the video conferencing facility over this network for effective dialogue. Various models of payments are expected to emerge using secure systems on this network for Payment of Dues/Charges. Vehicle Tracking & Guidance is possible over this network by using proper equipments which will reduce Pollution and Vehicle Theft. The Citizens shall be monitored for Speed control & Traffic Norms. Also, Identification of vehicles will be possible those are evading the rules & payment of Tax & Insurance Charges. The Urban unemployment issue can be resolved to a great extent by providing information to Citizens on availability of Jobs with their skill-sets requirement over the portal. This system will help both ways to employers and to Citizens while planning the future works. All the facilities will not be available on the day one but once the City Wi-Fi platform is ready, can be maximized to use by all such systems and many more, as the technology and brains of entrepreneurs of the city thinks to converge the realities for the lead point of existence in the world economy. |
