Data Management Center


With increased necessity of e-governance initiatives at ULB’s, across the country and with national initiatives like JnNURM and NMMP making e-transformation and e-governance an imperative charter of its citizen centric deliveries it becomes a pre-requisite to digitize ULB records so that legacy and historic documents / information are incorporated into the proposed application softwares and ULBs function smoothly both with respect to the current entries and legacy records. Scitech Park has also made GISDA the decision support system for ULB’s a key e-governance tool. With GISDA being planned as a highly cost effective choice for urban e-transformation because GISDA is a set of software applications for decision support systems for Urban Local Bodies - a unique and robust system developed on Open Source platform and has a core engine to handle complete solution for any Civic Administration as detailed in the e- governance guidelines of JnNURM / NMMP The main requirements envisaged by the ULBs are-

  • All the ULB records in manuscript form are transformed into electronic document by scanning
  • The information in legacy records are made electronic by DATA ENTRY so that “AS IS “ can talk with “TO BE”
  • All the ULB records are maintained in the central record room with modern storage systems for effective preservation and physical retrieval of the records.
  • The e-documents (scanned images ) of the original records are made available with proper Document Management System for easy & quick retrieval at departmental/ nodal points
  • The citizens in requirement of the copies etc will be provided, as copy of the original record immediately with proper authorization on payment of schedule fees.
  • It will facilitate the immediate disposal of queries with respect to legacy records under RTI
  • Automatically ensures Safety of Documents making them dust proof, water proof, fireproof, inert to pest and vermin and tamper free!

In order to facilitate this process a Data Management Center was opened in Growth Lab Bhosari on 9th July 2008. Hon Mayor PCMC Ms. Aparna Dhoke; and Hon Commissioner PCMC Shri Asheesh Sharma, IAS unveiled a plaque to officially declare the Data Management Center open.
Here the original paper documents are collected, restored, scanned, indexed and the electronic “paper” becomes the backbone to the various applications of GISDA.

This is an opportunity to augment incubation and also as a unique method of providing employment to unemployed youth by skills development programme. This work is outsourced to a chain of DMC ’s operating under the control and management of the Central DMC at Bhosari
This is an aspect of Social incubation wherein:

  • Rural youth is trained on ITES skills and made employable in home bases thereby avoiding migration to cities and creating urban civic pressure
  • Proliferation of ITES skills to hinterland thereby creating cost effective BPO cluster for large organizations
  • Physically challenged persons made self reliant
  • Societal rejects like convicts given a purposeful rehabilitation

SCOPE OF WORK

Electronic Processing of Scanned images

  • Receive Scanned images and deskew, debris remove and  digitize paper document and correct to the required DPI
  • Index the scanned document
  • Create electronic storage of the documents.
  • Define searchable key words to each document.
  • Establish a proper meta data entry for search
  • Check efficacy of the image with random search
  • Perform the established QA/QC procedures
  • Convert the image into a PDF
  • Upload/despatch cleaned images to Data Management Centre- Bhosari

DMC’s have been commenced at:

  • Rajur – A tribal area in hinterland of Maharashtra where poor farmer’s children attend to fields, cattle aging parents and also give time at the DMC in a unique flexi-time method.
  • Bhosari – Employment for local youth especially targeting the girl child
  • Ahmednagar - Part time employment to students in and earn and learn program that supplements their education expenses.
  • Sangli - Training of local youth so that they could get work near homes and reduce pressure on metros due to migration of population in search of work and livelihood and encourage reverse migration
